Wouldn’t work without completely custom heads.
The pushrod stem openings are off center. Flipping the heads would mean the openings would be nowhere near where the rod extends.
That said... I wonder if you could alter the cam in such a way that the valves perform opposite duties. So the intake valve becomes the exhaust valve and vice versa. Of course, you would have to relocate the injectors. But then again it would require completely custom intake manifolds and exhaust manifolds anyway. And you’d have a small intake valve and a big exhaust valve also, the head would flow all wrong.
In fact, scratch everything I just said. Just build a completely custom head from scratch. All new design and maybe billet aluminum for fun.

Ford did that for thei r Indy car program in the 60's and 70's. Looked awesome.
